For maintenance plans to execute, SQL Agent needs to be running. Even though SQL Server 2008 R2 installs SQL Agent, one cannot start it. Please refer [this][1] for more information. [1]: http://jmkehayias.blogspot.com/2009/01/sql-server-2008-express-sql-agent-won.html
